Johnny Chen is the brother of rape victim Helen Chen.

Helen was brutally raped to the point of needing surgery, leaving Johnny by her side as the hospital took care of her when she miraculously lived. Detectives suspected gang involvement from her wounds, including cigarette burns, as well as finding out Johnny had a tattoo removed after allegedly leaving the Ghost Shadows, a Chinese gang.
Helen had a boyfriend in the rival Vietnamese Born to Kill gang, Dao Tren, and it was suspected Tren or some other gang members had involvement in Helen's attack, even in spite of Tren swearing to protect her. Tren revealed Johnny, still in Ghost Shadows, was behind the nearby robbery in the building she was found in the alley of. Johnny was arrested in a raid and imprisoned, where undercover gangs detective Matt Tsu was undercover.
When another woman, Lucy Ziang, was raped and stabbed to death with a racial slur cut into her shoulder, gangs were cleared of suspicion, especially when the suspect was revealed to be black-American with fluent Mandarin speech. The attacker, Darrell Guan, was arrested and convicted, revealed to have targeted Asian women from being shunned and belittled from having black and Asian lineage from his mother Susan being raped, which led to Darrell's conception.
