Julian Emery is a crime boss and the head of Redcoat, a corporation specialized in drugs and weapon trafficking.

After Trisha revealed her identity to Stabler, Trisha told Stabler that she was working undercover in order to get information against Emery and that Boone is not the major target. (OC: "Crossroads")
Stabler and Boone met with Emery, where Emery refused to let Boone get out of their deal that they had made. Emery then tells Boone that they have a mole in the honey farm before handing him a file. After Boone gets arrested for his involvement in drug trafficking, Emery met with Joey, where Joey was seen lighting his cigarette for him. (OC: "Redcoat")
It was revealed that Emery had met Joey when Joey stood up for him in a bar in Kabul in 2020. After Joey got arrested for the altercation, Emery had met Joey in jail where he offered him a job at his company and gave him heroin in order to bribe him, causing Joey's addiction. After Stabler and Randall manage to get Joey to come to reality and get clean, Joey offered to go undercover in order to get information from Emery. It was revealed that Emery had made a bid on an auction site where he was offering to sell assault rifles and rocket launchers to be used for mass casualty. (OC: "Goodnight")
Emery met with Joey at his home where he invited him for lunch with his family before giving him more heroin, which Joey handed into Stabler. Emery then gave Joey his assignment which was to work with Krychek in order to get the new shipment of weapons. After Emery discovered that Gutterson was talking to the police, Emery murdered Gutterson by holding him hostage and poisoning him with a lethal dose of a dangerous drug. While the police were closing in on Emery, Emery changed the plan, and they had to board a plane where the police managed to catch up to them. Emery and Joey boarded the plane and made his henchman attack law enforcement, which caused special agent Marcus Cole to be shot in the throat and die. After Krychek was shot and killed by Stabler and Bell and Colin was arrested, Emery then promoted Joey to take over Colin's job. He grabbed the briefcase, deemed him as the delivery boy, and handcuffed him to a briefcase filled with dangerous chemical substances. Emery then got away with the crimes that he committed and took a plane to Cuba. (OC: "Stabler's Lament")
Emery comes back to America to deal $300 million worth of a new drug. After torturing and murdering his accomplice, he forces Joey to clean it up. He meets up with Joey and makes him call Elliot to tell them about a drug deal. Joey gets a chain from Stabler with a tracker and goes to meet up with Emery. However, he finds out it is a secret tracker and takes Joey hostage. He forces Stabler to drop the APB by threatening to kill Joey, but he shoots Joey, nevertheless. Joey dies, while Tim McKenna kidnaps Emery's new bodyguard as revenge for Julian killing Joey. (OC: "Off the Books")
After Stabler and McKenna interrogate Vincent Mathis, who they threaten to burn alive, they learn about Tony Yared, an associate of Emery working for the Syrians. McKenna and Stabler find and assault him until they get information on Julian's whereabouts. Julian calls the Syrians, but when they end the call, he angrily throws his phone across the wall to break it. Stabler and McKenna get there eventually, but Julian is already long gone. Knowing he has a weak spot consisting of Giles, they track down his spouse Allegra Northcott to her house. McKenna and Stabler force her to call him, and he answers. He asks to know the detectives who are talking to them, and she reveals their names. Julian says goodbye to Emery and that Allegra will take care of Giles, but Stabler calls his bluff, knowing that he will do anything to help Giles.
Once they get his location with the help of Bobby Reyes, Stabler and Bell, along with a SWAT team, ambush the deal location. He uses a henchman as a shield while running behind him and gets away from the chaos, though Stabler is not far. After spotting Detective Frances Tanner, he attempts to shoot her, but Stabler gets to Julian in time and makes him drop his gun. Bell then stops Stabler from hurting Emery and arrests him. In custody, Stabler demands that he sign a form confirming his guilt so that he won't go to Guantanamo. However, the federal agents accept a deal from Julian in which he would get back his assets and be on house arrest, all in exchange for information on three high-ranking Hezbollah leaders. However, Vargas gets into the broken flash drive from Joey, which is revealed to contain six months of information on Julian's deals and associates. The deal is subsequently negated, and Julian is imprisoned for life. (OC: "He Was A Stabler")
