Justin (surname unknown) is the boyfriend of FBI informant Haley Kerns and a member of envorinmentalist group Cause. Cause was the front for a local chapter of Earth Defenders Group, a terrorist organiztion Haley was sent to spy on.
Justin was suspected when Haley was raped and brutalized, her head also being shaved. Justin was cleared of suspicion when Haley personally killed the real rapist, Zander Owens, Haley's ex she turned in on drug charges. Haley was later killed when she went rogue and joined the EDG. Justin was arrested and imprisoned for his efforts of an attempted bombing organized by his terrorist superior, Andy Dell. (SVU: "Informed")
