Kevin Fogarty is a little boy who was kidnapped by Roger Kraslow, a pedophile having already kidnapped Tory Quinlann and raped him for five years. Tory wanted Kraslow and saw Kevin as taking Roger's attention, so he smothered him to death and Kraslow disposed of his corpse.
Kraslow and Tory were both arrested. Tory was convicted of second degree murder, but his sentence was reduced out of clemency due to his physical abuse at the hands of his stepfather, Doug. (L&O: "Captive")
