Livan Santana is a drug cartel enforcer and as client of Matson Investments. He killed employee Vince Decker for blowing the whistle on the firm’s Ponzi scheme, at the instruction of Irene Matson, who then killed Dawn Prescott, the anchorwoman Vince was reporting to for release of the conspiracy to the public.
Santana was one of many cheated, angry investors, and to avoid murder charges, he fled the country. Fearing Santana’s cartel would kill them, Irene and her husband Frederic Matson confessed to their crimes and were imprisoned. (L&O: "Anchors Away")
