Luke Campbell is the killer of James Foley, a murderer responsible for sending Luke's brother Bobby to prison for his crime.

Foley and his accomplice Ray Gifford killed a gangster, David Gale, in front of city hall. With pressure to solve the case quickly, lab technician Lisa Russo claimed that the fingerprints of Bobby and his coworker Larry Martin were identified at the scene, which got them falsely convicted. Bobby was imprisoned for twelve years, while Larry was killed in prison after nine.
Myth of Fingerprints[]
One of the inmates, Glenn Edwards, coincidentally an affiliate of Foley, heard about Bobby's innocence from him directly and connected the dots to Foley. Luke went between meeting Bobby and Edwards for answers. Seeing an opening from his job as a night watchman, he went to Foley's apartment to confront him. As Luke told it, Foley laughed in his face, so he barged into the apartment to gather whatever evidence he could. A fight broke out between the two of them, and Luke slammed Foley's head into his TV set, killing him.
After ruling out people in Foley's life as suspects, Edwards directed the police to Luke, who was arrested when he was trying to throw out his bloody shirt. Luke confessed in interrogation, but his lawyer claimed self-defense, and that Foley was actually the killer in his brother's case. During the DA's investigation, Bobby and Larry were indeed proven innocent. When his brother was released, Luke was allowed to be there when it happened. It was agreed that the trial would be too messy, and McCoy and Lewin knew that a jury would sympathize with how his brother spent 12 years in prison for Foley's crime, so they dismissed his case and let him walk. He and Bobby would later watch the trial and conviction of Russo.
