Mandy Fowler is a teenager who was raped by Andrew Drake.

Mandy was obsessed with vlogging on YouTube and hanging out with her best friend Stacey Vanhoven. One night, she goes to a party and is bullied by Stacey, and also raped by Andrew Drake. She later posts a video after running away, which disturbs her parents and prompts them to contact the Special Victims Unit. She is eventually found, but she changed her appearance and was angry at her school. She tells the police that she was raped by Andrew and viciously bullied by her peers, including Stacey. Eventually, before the trial, she becomes too scared to testify and tells the Special Victims Unit that she is letting what happened go.
Lieutenant Benson later encourages Mandy to testify to get justice and Andrew is incarcerated as a result. Later, Mandy asks Benson to make a speech about sexual assault and bullying at her school. Benson and Mandy eventually do so at Mandy's high school and are surprised to find that several students have been victims when they stand up and share their stories. Stacey comes forward to Mandy and apologizes to her; Mandy forgives her. (SVU: "No Good Reason")
