Law and Order

Miguel Olivas (alias El Diablo) is a lieutenant affiliated with the Sinaloa Cartel.

Background[]

Miguel was a Sinaloa Cartel member-turned-lieutenant who personally killed 50 people, including children and women, and ran a cocaine pipeline. When his mother and daughter were burned alive by a rival gang, he swore revenge on police officers, as one of them gave info on him. Miguel also had several cops under his payroll, such as Tommy De Silva.

Red, White, Black and Blue[]

Tommy and A.D.A. Anne Frasier show a picture of Lucero and threatens to make him confess his crimes. He starts talking about his life story but then tells them that a car is circling around the building. Tommy, working with Miguel, gives him his gun, but Miguel then betrays him and shoots him in the throat while 3 other officers outside are killed by his goons. Out of anger, he attacks Anne and brutally beats her to death.

Mary Da Silva is removed for her safety, and she tells a story about Miguel having a child and a wife who were burned alive by cops. They talk to the witness, but she denies anything happened. The girl keeps refusing to say anything, but officer Tim McKenna shows her family, including her child at gunpoint. Mary then reveals Miguel is at a subway. He holds a girl hostage at gunpoint before going into the train. Elliot Stabler talks to McKenna, and he says that he wanted Miguel to be killed by rival gangs, not his family. Reyes and Stabler go to a fifth stash house, and Stabler finds a tunnel leading to a house with Olivas in a bathtub. In the end, he survives, with him being put in prison instead of getting yet another deal. (OC: "Red, White, Black and Blue")
