Detective Monte (first name unknown) is a detective assigned to the serial rapes and double murder committed by Tim Stanton. He and DA Patrick Keane suspected Carlos Hernandez when his mother and sister were killed, and his lover Ricardo Torres. With little evidence, Torres was intimidated into taking a plea and selling out Hernandez to convict the two when they were kids. Torres was raped in prison and died shorty after being released due to AIDS.
Monte eventually retired, but he and his colleagues kept Keane in his position even while he was going demented. The truth was eventually revealed, and Stanton was arrested and imprisoned for the murders. Keane was tricked into signing for Hernandez's release, and it's unknown if Monte was ever sued or tried for police misconduct, wrongful convictions, and reckless endangerment.
