D.A. Pam James is the Suffolk D.A. in charge of the trial of Jesse Sturgis for the murder of her abusive boyfriend, Tommy Bandolce. James would have none of believing Suffolk cop and Sturgis' lover on the side Michael Provo as the real killer, to frame Sturgis and silence her testimony against Provo for beating and raping her out of rejecting him once finding out he was married. Thus, James and Barba competed to succeed in their separate jurisdictional trials.

It was revealed Provo had affairs with several women and oppressed people around him by allying with corrupt cops, picking out which people he collared or let go for real and fake crimes, and even possessed and threatened the women he had sex with regarding their reputation, loved ones, and welfare. James and Provo were confronted with evidence that Provo worked with another cop to plant evidence against Jesse and blackmailed one of his mistresses about their affair to make a 911 call against Jesse. James relented and agreed to drop Jesse's murder charges and Provo's rape charges if Provo was tried for murder and conspiracy. Provo was livid, alleging he made minor charges of hers go away so she wouldn't have to seduce court justices into dropping charges on her. As Provo was cuffed, he screamed he'd take down everyone else with him, but James ignored him and filed the necessary motions to acquit Jesse and convict Provo. (SVU: "Beautiful Frame")
