Peggy Grogan is the daughter of Deputy Inspector Dermott Grogan and a rape victim of Travis Hillsdale.

A mother herself of an 18-month-old baby named Cara, she and Crystal Nuñez were targeted as single mothers with young children who were customers at Hillsdale's ice cream stand. When Crystal was raped in front of her son Manny, she struggled to help secure an arrest with an ID and convincing Tommy McGrath her case was worth it.
To celebrate getting away with it, Hillsdale then targeted Peggy. Pretending to be a MetroBnB customer at the wrong address, he forced his way in and threatened Peggy with her baby dying if the child cried and Peggy didn't pretend to willingly participate in the rape. She escaped briefly and grabbed her gun, but Hillsdale took it from her, pistol-whipped her, and continued to rape her, taking her gun once Hillsdale left. Despite her being a victim, she pleaded with detectives to not tell Dermott she cried, even though Dermott was devastated with her and wanted to help her by catching Hillsdale.
Hillsdale was tracked by the vending stand being the common link. After harassing all witnesses with Peggy's gun and nearly being strangled by Detective Velasco, Hillsdale was arrested, as well as later beaten in Central Booking to the point of a black eye and a broken shoulder. Peggy and Crystal were ready to testify, but to Crystal's horror and the horror of SVU, the superiors of the law and justice system only wanted Peggy's rape to be brought to trial just for politics, which only traumatized Crystal more. Captain Benson nearly resigned as a result of the cherry picking by the justice system, but she stayed on the force and Hillsdale was later imprisoned. (SVU: "One More Tale Of Two Victims")
