Penda was the girlfriend of Detective Carmen Riley.
History[]
Penda and Carmen were approached by Stabler and Reggie Bogdani demanding the drugs that were given to Carmen by Lance Flowers. When Carmen refused to hand over the drugs, Reggie held Penda at gunpoint until Carmen angrily gave Reggie the drugs. As Stabler and Reggie walked away, Penda burst into tears and Carmen hugged her. When Carmen went into a restaurant to get some food, Penda waited in the car. As Penda waited, a drive by shooting occurred and Penda was shot. Unfortunately, Penda died from her gunshot wounds, deeply upsetting Carmen, who revealed to Bell that she had planned on marrying Penda. (OC: "New World Order")
