Perry Moncado is a man who murdered an Italian foreign exchange student named Maria Ferraro.

Perry took the COVID-19 pandemic very seriously and was extremely annoyed that his neighbors were always inviting people over and partying, particularly Maria. Perry would end up becoming jealous and even obsessed with Maria because of her dalliances with men and women. One night, Perry asked if he could kiss Maria and tried to hug her in her apartment, but she rejected him and pushed her away. In a rage, he knocked Maria unconscious. Thinking that he had killed her and unaware that she was still alive, Perry stuffed Maria into a freezer, where she would later freeze to death after being unable to get out.
When the Special Victims Unit told Perry that Maria was murdered, Perry gave them false information about Maria's roommates, which led to one of them and a drug dealer being arrested and imprisoned for Maria's murder. Soon enough, the detectives suspected Perry’s involvement and questioned him, eventually prompting him to confess. (SVU: "Remember Me In Quarantine")
