Preston Webb was the leader of the Marcy Killers, who works with Congressman Leon Kilbride.

History

Webb is responsible for a drug trafficking scheme that got Elliot Stabler, who was undercover, Reggie Bogdani and other members of the Kosta Organization arrested. Later, Webb teamed up with the Kosta Organization to run a drug trafficking scheme and other criminal activity. (OC: "The Man With No Identity")

While Hugo and Nova are walking to meet with Webb at a warehouse, Hugo tells Nova that Webb had ordered a hit on a man named Joe Bartis, while the city is distracted by the blackout caused by Richard Wheatley. Hugo and Nova then approached Webb inside the warehouse. Webb becomes mad when Hugo and Nova stopped to check out Joe when he wanted him in his hands as soon as possible. Webb claims that they are in a crisis due to the blackout. After a woman shows up at the warehouse, Webb gives her supplies so that she can cope during the blackout, attempting to act like a good guy. (OC: "...Wheatley Is To Stabler")

Webb and Cassandra met with Kilbride at the art gallery. Kilbride asks Webb about the problem at the warehouse and if there is a rising insurgency. Later, Webb calls a meeting after he becomes concerned about the factions that are focused on each member's interests. Webb then tells Nova to report to him and that the rest of the gang can report to Nova. After one of the gang member objects to Webb's orders, Webb stabs him in the hand with a knife. After brutally assaulting him, Cassandra notices the blood stain on Webb's shirt and Cassandra tells him to get rid of Chopper, one of the gang members. After Stabler and Donnelly meet with another member, Webb confronts Donnelly after he steals drug money but Donnelly denies his accusations. Later, Cassandra hosts an event and Webb makes a speech at the event. Kilbride then introduces Denise and Bell to Webb and Cassandra before Webb is called away by two of his crew members who tell him that Donnelly, Stabler and another man are involved in the robbery of drug money. Webb then order a hit on Donnelly and Stabler before returning to dance with Cassandra. (OC: "Takeover")

While Nova is having a discussion with Bell in her office, Bell tells Nova about her suspicions towards Webb's involvement in the sex trafficking ring. Nova insists that Webb would not be involved in sex trafficking because it goes against everything he stands for. Later, after Hugo was revealed to be connected to one of the murder victims, Hugo and Nova meet with Webb in his office. Webb claims that he doesn't care about cops but he cares that Hugo didn't tell him about his friendship with Bonnie, one of the murder victims. Webb claims that he doesn't trust Hugo anymore and Nova tells Hugo that she will talk to Webb but Hugo doesn't trust her anymore. (OC: "Guns & Roses")

Webb hears Chopper and another rogue gang member talk badly about Webb and the Marcy Killers. When Webb approaches them, Webb allows the other gang member to go free but ends up shooting him in the head, killing him. Chopper then tells Webb that he has lost his mind which results in Webb shooting him in the head. At the Webb home, Webb is holding his grandson and tells his grandson that he did what he had to do for his family and that he'd do it again. Cassandra overhears Webb talking to his grandson and tells Webb to promise what he said to their grandson. Later, Webb meets with Nova and Derrick for dinner and Webb offers to donate money to charity. Nova tells Derrick not to take his money. (OC: "Can't Knock The Hustle")

Donnelly and Stabler meet with Webb at the warehouse. Webb tells Stabler to stay outside but Donnelly insists on Stabler coming inside. Donnelly starts complaining to Webb telling him that this meeting better be important. Webb claims that somebody stole from him and his wife. Donnelly starts being disrespectful towards Webb before Webb threatens him. Stabler asks Webb who stole from him and what they stole. Webb tells Stabler that a crate of guns from East Africa was stolen from him. Donnelly then insists on leaving before Webb picks up a gun and starts shooting. Stabler then asks Webb what he wants them to do and Webb tells them that he wants them to find out who stole from him. Stabler agreed to do the job for fifty thousand dollars before leaving with Donnelly. Later, Stabler visited Webb with disappointing news about how is guns were confiscated. Stabler then brought Webb a box. Webb told Stabler that he was disappointed with his and Donnelly's work. Webb then threatens Stabler with a knife before opening the box that Stabler gave him. When Webb opened the box, he saw Cassandra's artwork inside it. Stabler tells Webb that from now on he can deal with him. Webb then meets with Cassandra and gives her the sculpture that Stabler gave her. (OC: "Change The Game")

Webb tells Stabler that some of his best and loyal gang members were murdered, Webb becomes suspicious of why Stabler wants to do business with him instead of Donnelly. Stabler manages to convince Webb that he is more trustworthy than Donnelly. Webb then tells Stabler that they are going for a ride. In the car, Webb parks the car outside the residence of Rutger Ulrich tells Stabler about him. Webb tells Stabler that millions of dollars was stolen from him and the money was placed with Ulrich. Webb assigns Stabler to get the stolen money back. Stabler then notifies Donnelly that Webb had assigned him to steal back his stolen money. Later, after breaking into a money launderer's house with Malachi's assistance, Stabler talks to Donnelly about it. Donnelly claims that if Webb finds out that they were involved in the robbery then he would kill them both. Stabler then tells Donnelly that he doesn't want to keep hiding from Webb. Stabler then meets with Webb and tries to tell him what happened. Webb tells Stabler that he has been robbed for the third time and that his patience is wearing thin. (OC: "Dead Presidents")
