Rachel Monroe is a management employee at the corporate offices of the SavingsMart chain store franchise. She had an affair with one of her superiors, Derek Cahill, as part of a bargain for her to rise in the ranks.

She was a witness to Cahill's murder of Lily Yee, a lawyer whose family's dry-cleaning business was being sued, as Lily's family mistakenly gave Cahill's pants to plaintiff Herbert Wiggins after Rachel brought them in to wash away evidence.

Monroe was transferred to a position in Singapore by the company to silence her testimony. (L&O: "Bottomless")
