Ramsey (full name unknown) is a gun runner who gave guns to Quincy Ellis and Preston Hubbard so they could kill undercover NYPD detectives Calvin May and Dexter Richmond on the orders of Gordon Samuels.
Ramsey was later killed by Ellis and Hubbard. (L&O: "Gunplay")
