Raymond Ettinger is a frequent patient of the psych ward Dr. Rebecca Hendrix is staffed at who's diagnosed with schizophrenia.

When Miranda Cole is committed after being raped and "Ray-Ray" ends up having intercourse with her, his semen showing up in the rape kit makes him a suspect. Stabler and Benson arrest him when he runs, while he incoherently screams word salad out of panic and fear and an elderly man in a wheelchair says he can't tell what he's doing, thus to not be to rough with him.

Back in interrogation, the detectives are baffled by his rambling, and Hendrix is exasperated finding out Ettinger's a suspect. She relays he's a frequent patient but doesn't believe him as the rapist that attacked Cole, so they decide to bring him back to the ward she was checked into for an identification. Cole's checked out by then and the rapist, Thomas Mathers, is found. It's unknown if Ettinger was institutionalized again or released from not being a danger in his mental state. (SVU: "Weak")
