Rebecca Tolliver is the aged mother of Katie Tolliver, a woman with Down syndrome.

Rebecca raised her daughter Katie was trying to be a good mother to her. However she often worried who would take care of Katie after she passed away.
Eventually Katie got pregnant and Rebecca reported was pregnant from rape.
Going through suspects, Katie subsequently ran away with her boyfriend Danny after her mother wanted her to get an abortion not wanting to take care of another child with down syndrome. However, the two were soon found by the detectives and Rebecca wanted Danny to be arrested, thinking he was the rapist but Danny turned out to be innocent when he revealed he never slept with Katie and that he told Katie what sex is and she called it "exercise".
While Katie was being questioned by Benson, Rebecca was horrified to hear Katie's boss, grocery store owner Abe Cheney, was revealed to be the rapist of Katie and five other women and girls with disabilities, lying about the rapes being "exercise" since they were uneducated about sex and sex offenses.
In Rebecca's protectiveness, she sued for Katie's rights being restricted out of an argument of lacking competence. Katie was capable but still pained by the trial when she was told about the little mistakes she could make, which devastated Rebecca enough to revoke the lawsuit.
While at the park, she met with Stabler and Benson to talk. Rebecca was greatly relieved to hear that an amnio confirmed that her unborn grandchild did not have Down syndrome, which had a chance of being inherited, and finally stood by her daughter and her daughter's baby. She was present when ADA Cabot got Cheney to accept a plea of ten years while petitioning for child support from Cheney, alongside the other women Cheney raped and paid off. Rebecca smiled at the fact that her daughter got justice and that she and Katie will be taken care of. (SVU: "Competence")
