Regina Mulroney is a political family matriarch and the mother of Stephanie Mulroney.

When Mulroney killed her ex-fiance, Dean Woodruff, Regina swiftly contacted mobster Gus Iacone to mask Mulroney's guilt. His subordinate, Cesar Ordoniez, made it look like the killings of serial murderer Arthur Pruitt, before committing another copycat murder for Iacone himself. Pruitt was tracked and arrested, but John Munch figured out Stephanie's guilt after his interrogation. (SVU: "Entitled")
When the cover-up was revealed and the Mulroneys were pinned for Woodruff's killing, Stephanie and Regina were taken to trial. Regina openly voiced on the stand the struggles of their elite family despite their publicity, trying to paint the Mulroneys in a better light. This ensured the acquittals of Regina and Stephanie.
