Rob Canotti is a convicted sex offender and a suspect in the murder of pageant girl Cherie Lathan, who he lived close to. Canotti was suspected because he had previously kidnapped a pageant girl, then tried to rape her in his car before he was arrested and imprisoned.
Canotti was found at a library and questioned about his recidivism due to him being in environments where children were nearby. He was cleared after he revealed that he reformed to the point where he got himself a surgical castration in order to be incapable of being sexually aroused. (SVU: "Appearances")
