Rob Fisher is the boyfriend of Emmy Eckhouse.

When Emmy wanted to be at his house for a night they'd spend together both Rob and Emmy's fathers refused to have her over. Later that night, Emmy was shot and nearly killed in a home invasion, Rob was distraught and blamed his father, then regularly visited Emmy to make sure she was okay.
When she woke up, he was there for her, but he was shocked to hear she set up her parents to be killed because her father Sidney raped her and her mother Joan refused to save her. It also turned out that she only wanted to be at his house partly to have an alibi, but it only endangered her life when it was denied. Although horrified, Rob begged the police to not arrest her, but she hugged him and said she was free from the household to reassure him. (SVU: "Home Invasions")
