Roger Baker is the representative attorney of Ping Wu, especially for while she was in ICE detention due to her illegal status. Ping was tracked when her mother Jiao went missing, leaving behind her little sisters Hannah and Suzie.

Ping was revealed to have been bailed out by Penny Chen, but not to safety. It turns out Ping's family was being held hostage by a ring of Snakeheads who smuggled them in for a price, and with Jiao murdered for failing to pay her debts in full, Ping was being pimped out to be raped as another payment. Baker was actively involved in indebting women to the gang once they were granted asylum.

When the sisters' aunt Li Mei was brutalized by handler Tommy, she was ordered to replace Jiao's role in the debt payments. Roger was arrested and ordered to give all information he knew about the gang’s operations. Tommy and the chapter leader, Ricky Yao, were arrested in sting, and when Yao ordered for Ping's murder by the thugs, she was narrowly rescued in time.

Roger was found guilty of facilitation of trafficking, organized crime charges, and being an accessory to murder and child endangerment and was imprisoned for life after being permanently disbarred. (SVU: "Debt")
