Dr. Roger Hanley is the CEO of clinical trials giant Danforth Chemical, responsible for signing for clinical trials for pesticide zilithion to be approved by federal regulatory agencies.

History[]

Hanley found a severely illegal loophole in hiring EHD Associates Incorporated to run the tests and turning a blind eye from their consultant, Seth Millstead, running the trials on susceptible families with children in a poor income apartment complex in Manhattan.

Desperate to get answers, Benson, who was inadvertently poisoned by the pesticides, enlisted precinct technician Ruben Morales to off protocol hack the databases of Danforth to find out what the company knew. Records proved Hanley signed the go-aheads for all people in the trial to be harmed with the pesticides, despite it being as bad as one boy, Diego Benitez, ending up with cancer and three kids being easily chosen due to their developmental disabilities.

Hanley was arrested and, with the police knowing their shortcuts could be ousted and Hanley knowing there were more incriminating files on him tech was going through, offered a deal of no charges and blaming EHD for everything, swearing they wouldn't led a media frenzy happen by saying Danforth cooperated. In return, Hanley's proceeds from the trial along with his other investments would permanently pay for the victims' medical care and basic living.

Hanley swiftly agreed to the deal, and he was put on probation. (SVU: "Loophole")
