Ronald "Slug" Duggan is a repeat offender and the cousin of drug dealer and murderer Foster Keyes.
Duggan had a long history of witness tampering to evade his own charges, and he did the same for Keyes as a favor for murdering Henry Ware. Duggan terrorized Jimmy Gordon and Shayna Rosario, ordered Calvin Rivers to kill Jimmy, and made his lawyer Gerard Wills bribe Shayna just to reduce her credibility.
