Rose Samonsky is a child neglected and abused by her mother Amber Samonsky, only to be raped by pedophile Erik Weber.

Rose was born to Amber, with things going well until Amber was struck by a bus and suffered brain injuries. Amber developed Capgras delusion, a psychosis making her believe Rose was an impostor and not her daughter. Amber married Jeff Samonsky, a neighbor abusing Rose just as much to the point of leaving her in a cage, and sharing Amber's addiction to video games to the point both rarely watched over Rose.
When Rose ran out of the apartment to get candy from a convenience store, she was raped by Erik Weber, before being found by the store clerk shoplifting. He was initially angry, until he noticed her disheveled state and blood running down her leg and became concerned, calling the cops. Rose was transported to the hospital immediately. Rose was silent from the shock of a trauma, but when a technician came in with a camera, she mumbled that Weber took pictures of her. The SVU finally got Rose's name the more they talked to her, found the Samonskys' apartment, and arrested Amber and Jeff while they were playing another game. Based on Rose's accounts, the team believes Jeff raped her and Amber let it happen. However, it was soon determined that Jeff was not the culprit.
When Amber's Capgras is revealed, they attempt to get her to admit to the abuse. Rose is kept out of Amber's eyesight while trying to get her mother to incriminate Jeff. Amber hears Rose's voice, and as they talk, they both tell each other they love each other. Feeling ecstatic, Rose runs in to hug Amber, but her mother becomes delusional again and slaps Rose, declaring she was lied to while Rose is led out crying. Later, Rose is told Amber will be institutionalized for her condition. She rejects the detectives' assumptions about Jeff raping her, helping them identify Weber as the rapist.
It's presumed Rose was placed into the system by Social Services, due to her dangerous living situation. (SVU: "Bullseye")
