Roscoe "Ross" Morales was a drug dealer. He had previous arrests for battery, carrying concealed weapons, and drug possession with intent to sell, the latter of which was his only prior conviction.

History[]

In 1996, Morales and Lonnie Rickman, the thirteen-year-old son of a drug addict Cassie Rickman, who he kidnapped from a hospital room, were arrested for shooting Clayton Doyle and Carol Merrick, the latter of whom died. After his arrest, he filed a complaint against the police department for brutality.

After Lonnie testified against Morales, claiming that he ordered the shooting, Morales was convicted of murder in the second degree in the death of Carol Merrick, attempted murder in the second degree in the shooting Clayton Doyle, possession of drugs, and kidnapping in the first degree. He was sentenced to life imprisonment, whilst Lonnie was sent to a juvenile facility for a maximum of five years. The police brutality complaint was dropped upon Morales' conviction. (L&O: "Slave")
