Samantha Weaver is a CEO who orchestrated the murder of Charlie Dillon.

Samantha Weaver is the CEO of the Fortune 500 company Halligan-Webb. She has a reputation for being ruthless and demanding; she once fired an employee because the care he was providing his cancer-stricken wife was causing him to spend less time at the office. She is in a relationship with Julia Veloso, a high-class escort who quit her profession once she began dating the wealthy Samantha. Charlie Dillon, a lawyer for HW, found out about Samantha's relationship with Julia, and demanded millions in return for his silence. Samantha stood to lose about $75 million if her scandalous relationship came out, so she planned to eliminate Dillon. She sent Julia to seduce Dillon and then kill him, which Julia does with Samantha's pistol.

After Julia is arrested, it is revealed that the gun is registered to Samantha, as she bought it in Houston back in 1999. The arresting officers, NYPD Detectives Ed Green and Nina Cassady, arrest Samantha for Dillon's murder. After Julia testifies against her lover (as part of a plea deal), Samantha gives her own testimony, basically throwing Julia under the bus by claiming that she acted alone in killing Dillon because Julia would have to go back to prostitution if Samantha was ruined. Later, Samantha meets with Executive Assistant District Attorney Jack McCoy and tries to negotiate a plea deal. She accuses McCoy of going after her solely because she is a woman with power, only for McCoy to respond that she committed the murder because she is a person with power who feared to lose it. McCoy turns down the lesser sentence of 5-15 years in prison for second degree manslaughter. At the end of the episode, Samantha is convicted of second-degree murder, and presumably sentenced to life in prison. (L&O: "Corner Office")
