Scott Parnell is a police officer with the 37th precinct, reporting to Captain Patrick Darnell. Parnell is also a member of The Brotherhood, a criminal gang outside the NYPD run by Detective Frank Donnelly.
History[]
After being called to a crime scene, Parnell met Donnelly at a house and stood over a dead man and a bunch of stolen drug money lying on the floor. Donnelly ordered Parnell to hand him the money as he robs it to which Parnell does successfully. This criminal act was witnessed by Stabler after he walked into the living room. Stabler then pretended to be a dirty cop like Parnell and Donnelly and asked for money to keep quiet. (OC: "Takeover")
