Shaheen Puniwar is a prosecutor of felony cases children are found responsible for. She's a friend and colleague of Alexandra Cabot, who asks her off the record about Harry Baker, a teenager Puniwar prosecuted for setting a cat's tail on fire, as he was a suspect in two murderers. This was at an inconveniencing time when Puniwar's witness to a boy beating his grandmother with a baseball bat was missing.

Puniwar confided in Cabot she did extensive investigation into dead and mutilated animals for other crimes by Baker, but she couldn't pin any on him. She even failed to prove he decapitated the dog of Carey Thorne, a girl in his school he was obsessed with. Baker and Carey were both questioned, but Baker turned out to not be the killer and was released (SVU: "Prodigy")
