The Special Squad Three was part of the NYPD, specifically the now-defunct Bureau of Special Services and Investigations (BOSSI), later renamed Special Services Division. The squad, active in the 1960s, was tasked with surveying, infiltrating, discrediting, and disrupting political groups through the use of undercover agents recruited amongst activists.
Thirty years later, EADA McCoy forced the police department to hand over surveillance documents collected during the squad period of activity, as a means to prosecute a security guard, Darryl Grady, who killed a member named David Bernstein. (L&O: "Ramparts")
