Staten Island is a borough of New York City, coterminous with Richmond County.
Staten Island is the least populated borough and the third largest land-wise. It is also the only borough in New York City that does not share a land border with another borough.
The borough is generally where the NYPD likes to send personnel as punishment, with law enforcement calling it "exile". In 1995, Detective Mike Logan, a member of the 27th Precinct in Manhattan, was transferred to Staten Island as punishment for punching Kevin Crossley, a corrupt city councilman who got away with murder. (L&O: "Pride") He worked there for 10 years, trying to make his way back ("Exiled: A Law & Order Movie") until being transferred back to Manhattan to be part of the Major Case Squad. (CI: "Grow") This practice also included high ranking personnel such as SVU Deputy Chief William Dodds. After a complicated case involving rape allegations against film mogul Tobias Moore, which left top officials in the NYPD and other offices unhappy, Dodds was transferred to the Traffic and Safety Task Force in Staten Island. The Fresh Kills Landfill[]
The Fresh Kills landfill was the main residental landfill for New York city trash until it was shut down in March 2001. However, it was reactivated after the September 11 attack on the World Trade Center to serve as a site for sorting the rubble from the collapse of the buildings. Ed Tucker worked at the Fresh Kills, helping to find human remains in the debris. However, he thinks he may have developed lung cancer from working there. (SVU: "The Longest Night Of Rain")
