Captain Steven Harris is a New York City Police Department Captain who was temporarily assigned to the Special Victims Unit at the 16th Precinct during the investigation into Captain Donald Cragen for the murder of a prostitute. He thinks of SVU as an elite squad and in order to keep their reputation while Cragen is under arrest, he tells them to keep mileage logs and memo books. (SVU: "Lost Reputation")
Upon Cragen's reinstatement to the force, Harris was transferred out. Before he leaves, he offers to be Olivia Benson's rabbi in the force, but she lets him know that Cragen is still hers. (SVU: "Twenty-Five Acts"). Cragen decides to have the SVU squad keep filing the logs that Harris had them do, despite the squads' protests. (SVU: "Acceptable Loss")
