Ted Stoddard was an expectant adoptive parent with his wife Linda, their case being evaluated by sociologist Abel Hazard. Hazard targeted the couple as the last victims in his spree of having couples decide which one of them dies, motivated by his own devastating history.

Ted and Linda were kidnapped and taken to Hazard's warehouse lair, wired to electrodes and recorded while Hazard counted down and said to Ted that he could either shoot Linda or be shot. Ted's survival instinct made him pull the trigger, killing Linda with a shot to her heart.

Linda was left dead in a drained pool, while Ted woke up in a hospital gown, with a medical bracelet saying "CTS", meaning "chose to shoot", and exclaimed "I think I shot my wife!" He then ran and tried to flee the country.

Major Case arrested him at the airport, and he confessed to all he knew. It's unknown if he was released and never charged or imprisoned for lesser charges. (CI: "Abel & Willing")
