Teddy Garcia is the current Governor of New York who was a target of Jon Kosta and Reggie Bogdani.

History[]

While campaigning for governor, Teddy had spoken poorly about Kosta. As such, Kosta ordered Bogdani to murder him. Despite the Organized Crime Control Bureau's warnings, Teddy dismissed these stating he had security. However, when Elliot Stabler and Ayanna Bell knew that Bogdani was waiting for Teddy to come home so he could murder him, Bell and several detectives raced to Teddy's house while Elliot picked up Teddy for his protection. After being told the situation, an alarmed Teddy rang his wife Diana who had just come home from volunteering at a women's shelter.

Bogdani, posing as a delivery man, rang Diana's doorbell and just as Teddy tried to warn Diana not to answer the door on the phone, Diana answered it and was shot by Bogdani. Teddy and Stabler arrived at Teddy's house, where he found Diana bleeding out on the doorstep. Teddy frantically pleaded for help while holding Diana, who died in his arms. That night, he confirmed with the media that Diana had been murdered and stated that he wished that it was him that had been shot instead of Diana. He then said that he wouldn't rest until he got justice for Diana. (OC: "Unforgivable")

A few months later, Teddy has been elected governor and made an appearance on TV updating the public on the manhunt for Sebastian McClane. He also worked alongside Richard Wheatley, who assisted Teddy with the manhunt, with Teddy unaware that Richard was the mastermind behind McClane's escape. Richard also spoke to Teddy one night, saying that Stabler had lost his wife just like Teddy had and that the grief was likely causing Stabler to be a dodgy police officer before bringing up Teddy's campaign promise about watching dirty and corrupt law enforcement officials, which caused Teddy to think about Stabler's position as a detective. Teddy met up for lunch with Bell, Carmen Riley and Leon Kilbride and discussed Stabler's career, with Kilbride and Teddy telling Bell that Stabler had a vendetta against Richard Wheatley but Bell defended Stabler and assured them there was no reason to worry. (OC: "As Iago Is To Othello")

Teddy later met up again with Bell and Stabler and apologized to them for ignoring that Richard was a criminal, stating they were right and he was wrong before telling them that if there was anything he wanted them to do, he would. Stabler told Teddy he wanted him to make a public statement dismissing any allegations that Stabler did unprofessional work while investigating Richard but Teddy refused to do so.
