Terry Fullmer is the boyfriend of Laura Rodriguez, the ex-girlfriend of murder victim James Foley.
History[]
Foley was absent throughout most of Laura's and her son Billy's lives, which Terry filled by being a needed father figure for him. Laura went to family court for child support, so Foley contested for custody of Billy to avoid payments. Laura won the case, and along with insulting Laura, Foley got into a fight with Terry in the courthouse which led to Foley punching Terry in the face. Terry personally went to Foley's apartment to insist on either engaging in Billy's life or cooperating with the courts, but they had a loud altercation instead.
Foley was killed, leaving Terry a brief suspect, but he insisted he'd never leave Billy without his biological father. When personal issues were ruled out as a motive, Terry was cleared of suspicion. (L&O: "Myth of Fingerprints")
