Thomas Rooney is a victim of Richard Morgan's Ponzi scheme, resulting in his investments being lost and Rooney's wife dying from medical complications since the family didn't have money for treatment.

When Ingrid Block found out about this, with Morgan already suspect for two rape-murders, she called Rooney and let him know Morgan was being interrogated by Special Victims. Rooney snuck a revolver into the NYPD precinct, got out of the elevator when Morgan was leaving. Rooney confronted Morgan on his actions, arguing with the latter who brushed him off. Declaring he ruined his life and brandished a pistol, before he shot him dead. He immediately surrendered to the police. He was interrogated and explained to the detectives of his motive and showed no remorse in getting justice for himself.
Eventually SVU discovered Block had notified Rooney and charged her for murder facilitating.
He was found guilty of second-degree murder and imprisoned.
