Tim Downey is the father of murdered promiscuous Catholic schoolgirl Lisa Downey.

Tim's wife and Lisa's mother died years ago, and Tim was constantly away from home as a long-haul trucker, leaving Lisa with little parental supervision or bonding. Unbeknownst to Tim, Lisa became promiscuous, going from dating numerous men online to prostituting herself for money and fashion accessories, eventually reaching the point of being a porn actress under the stage name Trudi Strutts.
Lisa was found dead on a rooftop and briefly suspected of being her cousin Allison from being lent Allison's ID by the older college student. When Lisa's real identity was found out, Tim was called over to identify Lisa's in the morgue, and he elaborated on the family's history. Lisa's promiscuous life was slowly revealed throughout the investigation, and Tim as clueless even after seeing Lisa's expensive wardrobe from her payments. When a suspect, her doctor Derek Tanner, was tracked, Tim tracked and beat Tanner assuming the doctor killed his daughter.
When Tanner himself was later shot dead, Tim was a suspect due to his fingerprints being on the doorknob of Tanner's apartment. When Tim was horrified to hear Lisa's racy, risky lifestyle, he was cleared as a suspect due to his lack of information regarding Lisa's complicated secret life. The detectives released Tim even despite the assault of Tanner since he went through more than enough already. (SVU: "Hooked")
