Toby Hedges is the son of falsely accused rapist Billy Hedges.
History[]
Following the broadcast of his father's arrest, Toby saw Sergeant Tutuola on the news and tracked him to his home. Whilst Fin was outside taking out the trash, Toby approached him with a gun, held him hostage, and revealed who he was. He said that his father didn't commit the rapes and that he wanted him released. Fin then tackled him but ended up getting shot in the shoulder. Toby then freaked out, revealing that he never meant to do it, but Fin told him to run and that he wouldn't tell anyone. When Fin passed out after handing the gun to an officer, he was taken to a hospital and told Benson that Toby had shot him, but he would not press charges.
When SVU found the true rapist, Billy was released from prison, and Fin took Toby to reunite with Billy before asking to speak with Toby alone. Fin forgave Toby for shooting him but told him that he shouldn't interact with guns, otherwise he would end up in prison. (SVU: "Duty to Hope")
