Tom Nolan is an accomplice of Robert Paul Byers.

Tom was involved in several bombings, assaults and terrorist attacks throughout Christmas Eve. After another accomplice, Antonio Juarez, was arrested for assault and terrorism, Antonio went to meet Tom under police surveillance and Tom was arrested for his role in the hate crimes. During interrogation, Captain Olivia Benson revealed that Tom's wife, Susan Nolan, was in the background of the video created by North Star while he was reading his manifesto. Tom refused to give up Susan's whereabouts until Benson slammed her hands on the desk and Tom gave her up. As a result, North Star's true identity was discovered as Robert Paul Byers, who was later shot to death by Benson while Susan was arrested. (SVU: "Silent Night, Hateful Night")
