Tommy (surname unknown) is a mobster and enforcer of Ricky Yao, a leader of a chapter of the Snakeheads gang in Manhattan.
History[]
Tommy was the handler watching over Jiao Wu and her family so they'd pay their debts in full to Yao for smuggling them into the country. When Jiao wasn't able to meet her debts on the deadline and tried to her pull herself and her family away from the ring, the smugglers murdered her and buried her corpse, leaving her children as witnesses left alone in the family apartment.
While investigated the abandoned children, after rejecting the assumption she ran off and left her children behind, her sister Li Mei was tracked by the detectives after she made it to New York City and was only concerned and retrieving her nieces, Ping, Hannah, and Suzie. But Tommy stalked Li Mei to her workplace, forced her out back, and beat her and cut her forehead. She was hysterical when found because she was told she was responsible for Jiao's dead or the smugglers would target her and the remainder of her family as well as found out Ping was bailed out of immigration detention and pimped out as part of payment.
In a sting where the money would've been exchanged, Tommy and Yao were both arrested, with Jiao being found dead at the hideout where the drop was arranged. Tommy was found guilty of assault, embezzelment, and conspiracy and was imprisoned. Yao was sentenced with higher penalties especially after a failed order of Ping's murder to silence her and get payback for Li Mei's efforts with the police. (SVU: "Debt")
