Tony Bicks is a funeral home director who colluded with Dr. Adam Vaughn to harvest organs, bones, and tissues from hundreds of decedents at the funeral home for illicit donations. Vaughn conducted the harvesting, while Bicks assisted in forging the records for a cut of the proceeds. All missing bones and organs would then be replaced with synthetic materials to avoid arousing suspicion.

Since the donated body parts weren't properly examined and cleaned, donated bone grafts from a woman with ovarian cancer went to Michael Jones and Jason Carter. Michael died when the cancer metastasized, and Jason was set up for chemo the moment he was diagnosed. Bicks accepted a plea deal in which he testified against Vaughn in exchange for a reduced sentence. (L&O: "Remains of the Day")
