Tony Garcia is the brother of murderer and armed robber Ricky Garcia. His brother gave him the wallet he stole from a man he murdered. He attempted to harass witness Mike Bodack over the phone, and by breaking in his house, to prevent his testimony against Ricky in court.
After his brother was convicted, Tony was likely charged with witness intimidation, and possibly with his other crimes related to his brother's case. (L&O: "We Like Mike")
