Tracy Meegan (nee Garvik) is the daughter of Martin Garvik, an espionage convict, and who ordered the murder of journalist Alex Boone to prevent the exoneration of Martin at the cost of the family’s remaining dignity.

Tracy’s father was sentenced to life without parole for leaking classified documents at his defense contractor office to Chinese agents, her mother Elise killing herself the same day as the sentencing. She and her brother David Sutton were adopted by relatives, and while David worked to prove his father’s innocence, Tracy was embittered by how her family was torn apart and held blame and contempt against her family for the messes made.
Alex, a former political prisoner of China, found out Elise was the mole, as she stole the documents from Martin, and he was planning to write an exposé as payback for his trauma. When he failed to get David on board, he called Tracy to incentive her, as Elise’s contact, Wang Chu, met Tracy and said the two of them could’ve been sisters with how alike they looked. Tracy was utterly hit hard by the revelation, but she felt the denial would spare her family the pain of her mother’s memory being slandered. She hired Mike Adams, a repeat offender and the family’s limo driver, to stalk and shoot dead Alex in a public park. Adams would later be shot dead by return fire from detectives when he didn’t want to be arrested.
Garvik’s case came up in Alex’s research, and Tracy acted defiant, arguing her belief her father was guilty and forsook the family. To keep the police from digging once David was arrested on suspicion of the murder, Tracy gave more documents Elise held in her possession to the U.S. Attorney. David tried to contest it in court, but he lost, and the documents were returned. After Martin gave a false confession to the hired murder, Alex’s wife Liu Kang revealed the truth about Elise and his murder from details of his own accounts. As Martin couldn’t identify Chu, it proved he wasn’t the spy, and despite Tracy trying to shut him up, Martin admitted his deception. When Martin and David both realized they didn’t order Alex’s murder, Tracy tearfully confessed and apologized to her father,
David and Martin were released, sand Tracy was found guilty of second-degree murder-for-hire and imprisoned. (L&O: "Take-Out")
