Valentina Bilescu is a mail-order bride madam under the employment of Romanian diplomat Razvan Toscu.

With the support of a diplomat, Bilescu would aid in smuggling Slavic women while advertising as a Madam.
One such forced prostitute was Oksana Parulis, but she was rescued in a bust that apprehended the ring and saved the remaining women and girls there.
Bilescu was found guilty of kidnapped, prostitution, and accessory to serial rape and imprisoned. Toscu would be stripped of diplomatic immunity and was arrested for serial rape and the murder of Irina Burton, Oksana's sister who tried to rescue her with Irina's twin, Ava Parulis.
