Valerie Maxwell is a mentally challenged teenage girl.

Valerie was diagnosed with developmental conditions at an early age, leaving her with a low IQ and a much emotionally younger mindset. Her father Raymond and her younger sister Sally took care of her and always tried to protect her as much as they could in a world she didn't understand and she could be more vulnerable in.

She wanted to step out of her restrictions, so instead of her more casual clothes, she wore a top that only covered her chest and a skirt to feel beautiful and have more confidence in herself. Valerie was manipulated by a group of boys wanting to have sex with her, directed to them by another student named Gina Bowman, so they twisted her understanding of love and intimacy to take turns in intercourse with her. To further cross the line, after she was given a bottle of cream soda, the boys raped Valerie with the empty bottle. The boys were laughing the whole time, which is why Valerie wasn't outright traumatized and didn't see how serious of a crime what she went through was.

Sally found out and, out of horror, retrieved her family's handgun and shot at the boys responsible at her school, killing no one but ending up injuring a teacher on campus. Valerie was called to testify and didn't understand the full circumstances of the sexual abuse she was tricked into. When ADA McCoy tried more than once to have the boys penalized, the judge continued to throw out the motions on questionable grounds of consent.

Sally was found guilty of the shooting she committed and imprisoned. (L&O: "Damaged")
