The Vela Cartel is a Mexican drug cartel, with a history of recruiting teenage boys as mercenaries. They were stationed in the Northeastern U.S., where the kids were ordered to commit killings across the region. With their band Los Guerreros, they also promoted their operations with narcocorrido music.
The boys and the lieutenant watching over them were all arrested and taken to trial. When one of the boys is murdered in prison to silence him and another is too scared to testify, it is highly implied the case is jeopardized, but the outcome of the trial is left unknown. (L&O: "Boy Gone Astray")
