Vicki Alicia Sayers is a woman who was raped by Bill Harris four times over a period of several years.

Background[]

From 1995 to 2010, Vicki was stalked and raped by Bill Harris on at least four occasions. During the first attack while she was volunteering as a candy striper, he stole her learner's permit so he would have her address. The second attack was on November 14, 1998, while she was a sophomore in college at Hudson University; he held her hostage for over 12 hours. After he left, it took her several hours to break free of the duct tape he tied her up with before she called the police, but she didn't go to the hospital for a rape kit.

After getting a jack-in-the-box with a threatening note saying he's watching her for her 20th birthday, Vicki then moved to Los Angeles, California, began dating a man named Scott, and they became engaged. A week before the wedding was supposed to take place in July 2000, after coming home from her bridal shower, he attacked her for the third time, broke her nose, and stole her engagement ring and California driver's license. She called off the wedding, moved again, and got a job working from home. After coming home and finding her underwear missing, she knew he found her again, so she moved back to New York with her mother living with her before her passing before finally becoming a hermit. Every time she was raped, he told her to "behave herself".

To escape Harris, Vicki used a fake name, Julie McManus (with the exception of taxes), and had her groceries sent to her house. She also only worked outside of her house once a month. Even so, Harris ended up finding her and assaulted her again. When Vicki was attacked again in New York, Detective Olivia Benson took special interest in her case. With help of Detective Rex Winters, Benson was able to get the rape kits from the previous states where Vicki was raped. Unfortunately, for Vicki, the DNA was too degraded, and the statute of limitations had run out on some cases and Harris was released. She was disappointed that they were not able to arrest Harris for what he did.

When Benson discovered the tape, she went to see Vicki about the kidnapping though Vicki wanted nothing to do with her anymore until Benson tells her this may help. She reveals that Harris had stayed from the whole night to the middle of the day and the detectives were able to arrest him for kidnapping, which has no statute of limitations, as Harris held Vicki prisoner for over twelve hours during her second assault. This also allows the detectives of other jurisdictions to look into more matching rapes that may have been committed by Harris.

Satisfied with the outcome, Vicki proceeds to tell the pleading Harris that she will always know where he is: prison. She closes the cell doors on him and left while telling Harris the same words he always told her to behave himself.
