Plot[]
A man makes an announcement over an intercom in an electronic store calling all ladies to the television section for a giveaway which confuses the salesman helping a woman and a little girl looking at TV's. Just as the sales clerk states he's going to check on what's going on, every single TV screen suddenly broadcast a man pulling down his pants in front of a camera. He has a very distinctive birthmark shaped like the state of Florida on his groin.
A month later, a group of police that have been pulled together to try to find him. One of the officers questions why they are chasing down a simple flasher, when Eliot and Olivia explain that the man has raped three girls since that day - an 11 year old, 15 year old, and a 12 year old. Every rape occurred on a Sunday and it is now the fourth Sunday. They want to catch him before he rapes another young girl. Cragen sends the all of the police on a manhunt in Central Park. A rookie named Fletcher catches the guy and, after a brief chase and struggle, manages to arrest him.
However, after discovering the young officer Fletcher made several glaring mistakes and bungled the evidence, Cragen and Marlowe discover that he isn't really a police officer, but is actually a teenager who dreams of being a cop. The evidence, arrest, and information they gathered from the suspect since he was brought into the station, is all invalid now. Fletcher is arrested for his actions, but Marlowe cuts him a break as his intentions were good and makes a deal so that he won't lose his chance to be a cop in the future, as long as he adheres to certain rules such as turning over all of his police paraphernalia.
Fletcher breaks the rules again and spies on the suspect, but he is discovered and is shot. In the hospital, Marlowe is furious because Fletcher broke the deal, but he reveals that the suspect's father gets off on tapes of the crimes. Because of Fletcher's revelation, Marlowe decides to cut him some slack again, telling him that maybe one day she will see him when he becomes a real cop, before warning him to stay away from the investigation. This information leads to the arrest of the suspect and his father who was the mastermind behind the rapes.

Background information and notes[]
- This marks the final episode to be directed by SVU veteran David Platt.
- Fletcher lies about being an officer stationed at the 27th Precinct. Cragen mentions that was his old command, which he saw him do during seasons 1 to season 3 of Law & Order. He also mentions he would put in a good word for Fletcher with Anita Van Buren, who took over as the commanding officer of the 27th Precinct from Cragen and was the then commanding officer of the 27th Precinct.
