Wiggins (forename unknown) is an associate of sex trafficker Louis Pappas and his son and second-in-command Mikey.

Wiggins would be paid $50 by the Pappas family for each arrangement of women and girls to be trafficked at hotels and in cars, as well as paid by the johns. Wiggins would then leave the women and girls in the subways for a return of each woman and girl arranged by a phone call.
Wiggins was drinking while Pilar Morenas was servicing Jonas Dworkin and Wiggins was driving. When Wiggins dropped a bottle and looked off the road, his limo was smashed by a garbage truck, and all three were taken to the hospital. No one blabbed, and Morenas was released and taken back to the whore house. But when one of the women, Vika, was found beaten to death after getting pregnant, Wiggins was interrogated and he caved and confessed to his role. Wiggins revealing the meeting place led to a sting that got the Pappas father and son arrested.
Wiggins was likely found guilty of conspiracy and trafficking charges, as well as a drunk driving car crash, and was imprisoned. (SVU: "Acceptable Loss")
